Story: Laevar Bolto was an alchemist on Venus seeking to discover a ray which could change the atomic structure of an object. He had just succeeded, when he had a dizzy spell and accidentally got exposed to the rays. The rays gave him the ability to transmute materials, but instead of gaining fame for his ability as he thought, he was expelled from Venus, as the Venusians considered transmutation evil [Superman #147].
Embittered, Bolto joined the Legion of Super-Villains and became a super-criminal [Superman #147].
Skills & abilities: Cosmic King has the ability to transmute inanimate objects, changing their elemental composition, structure, or form. The limitations to his powers are unknown.
