John Raymond grew up, the son of a wealthy family. Contrary to his hardworking brother, John was a slacker who partied his youth away and just lived of the family fortune. When his father got terminally ill with cancer, John was give control of the empire. While his brother was the better man, John was the better businessman [Red Circle: The Web #1].
For reasons that have yet to be revealed, John set up a major operation, with himself as the hero named the Web, and started saving people. The hero game too a drastic turn for Raymond when his brother was kidnapped and killed by Dr. Archer. As it turned out, David Raymond wasn't the hero everyone thought and he had gotten himself into trouble owing money to the wrong people [Red Circle: The Web #1].
After his brother's funeral, Raymond started hunting down Archer and his aide Deadly Force. Deadly Force he caught almost immediately [The Web #1]. Dr. Archer took a little longer [The Web #3]. The man behind the murder, Deuces Wilde, he had to let go, at least for a while. Arresting him would take David Raymond's girlfriend April with him in the fall, which he couldn't do to her [The Web #4].
During his search for Dr. Archer, it occurred to Raymond that being only one person was not enough, considering the amount of help was needed. Like other businesses he started franchising his idea. He created the web hosts where 99 people could license a stripped down version of his suit and be heroes [The Web #1]. The web hosts didn't work out as planned, but his activities got him in contact with Oracle who helped him getting information and get the operation in order [The Web #3].
Skills & abilities:
Olympic level athlete.
The Web suit gives Raymond invulnerability to small arms fire, enhanced sight and short range flight capability. Also the suit has shown the ability to interface with computers, emission of high frequencies, shurikens in the cape.
